Can I sue someone if I am not driving but if they almost run me over and are driving dangerously?

I was crossing the street and this stupid lady wouldnt let me cross and sped right past me!!!!! and almost ran me over!!! I got her liscense number so should I report this crazy driver?!!! Even if I am not driving and even if it wasnt a hit and run, should I report her by calling the police on my cell phone before an accident happens? That’s not right for a driver to drive dangerously and speed through pedestrians!
