Runescape Scarecrow problem?

I'm having a problem making a scarecrow in runescape. My farming level is in the forties, so I know i have the level. I'm using an empty vegetable patch on the hay bales by the windmill in lumbridge, but I can't get anything, so I'm confused. Does anybody have any ideas?
