Master degree or IT certificates and IELTS?

I have a Bachelor's degree of computer science and automatic control and two years of work experience. Is it the right time to start the master? or should I take some IT certificates (e.g. Cisco, SUN ,...)? I don't have much time for both since I have a full time job. Please advice.
