Can you make a plant, or cactus in my case, grow from a regular 60 watt lamp or do you need a grow light?

The reason I ask is because the past month or so, in the midwest US, we have had a lot of cloudy days. My cactus doesn't get any direct sunlight except whatever light is being filtered through the clouds. Do I have to buy a grow light, which I know are very expensive or will a regular lamp do? If a regular lamp will do, will a regular light bulb be okay or does it have to be halogen/fluorescent??
