Chest vibration sensation?

This started last night, and I thought it was when I was inhaling/exhaling, that doesn't seem to be causing it, I held my breath and still felt it, so I don't believe that's triggering it. It's in the lower center of the chest. Feels like there's a cell phone under there. I have only had this sensation once before, that was in my foot, and it went away after a couple days, I'm not sure if this feeling in the chest is more serious
